The label and the reality are two different things
UK household plastic packaging is dominated by three symbols: the widely-recycled logo, the check-locally logo, and the not-currently-recycled logo. Between them they cover the vast majority of what ends up on a shelf. The reality of what happens after the bin, though, isn't controlled by the symbol on the pack — it's controlled by the local authority's contract, the sorting technology at the Materials Recovery Facility (MRF), the market price of the resulting bale, and what the overseas or domestic buyer will do with it. Same symbol on the pack can mean five different destinations depending on the postcode.
WRAP's most recent UK household data (2024 update) puts household plastic packaging collection at around 52% by weight. That's the top-line number quoted in most sustainability reports. It's also the least useful number for understanding what happens next.
What "collected for recycling" actually means
Collection means the plastic left your bin and arrived at an MRF. It doesn't mean it was reprocessed into new plastic. It doesn't mean it stayed in the UK. It doesn't mean it wasn't burnt for energy. It means one specific thing: a lorry picked it up. Everything after that is a chain of downstream decisions, and each one loses a fraction of the material to something other than closed-loop recycling.
Once the plastic is at the MRF, it's sorted by polymer type — PET (bottles), HDPE (milk jugs), PP (yoghurt pots, deodorant sticks), LDPE (film), PS (foam), and "other" (mixed or unidentifiable). PET and HDPE have strong domestic reprocessing markets and the highest chance of becoming new plastic. PP is more variable. LDPE film and mixed-material items are the hardest to reprocess and the most likely to be exported, downcycled, or incinerated.
Where the collected plastic actually ends up
Of the household plastic that reaches an MRF, DEFRA and Recoup data suggest a rough split along the following lines:
- Mechanical recycling into new plastic — around 10 to 12% of what's placed on market. This is the bottle-to-bottle number: PET drinks bottles, some HDPE milk jugs, a fraction of PP. Genuinely closed-loop and the ideal outcome.
- Downcycling into lower-grade uses — around 15 to 20%. Rope, benches, garden furniture, textile insulation, road-fill aggregate. Useful, but the material has left the food-and-personal-care packaging loop for good and will eventually reach end-of-life in landfill or incineration.
- Export to overseas reprocessors — around 40% of collected plastic. Down from around 60% before China's 2018 ban on plastic waste imports. Now goes to Turkey, Malaysia, Poland, the Netherlands and Germany. Quality of reprocessing overseas varies widely, and a portion of exported plastic ends up as waste in the destination country.
- Incineration for energy recovery — a growing share, currently around 20%. Also called "energy-from-waste" or EfW. The plastic is burnt in controlled conditions to generate electricity. Not landfill, but not recycling either — the material is destroyed, and combustion produces CO2 and, depending on the plastic type, trace air pollutants.
- Landfill — around 5 to 8% of collected plastic, more of the total placed on market. Landfill rates have fallen significantly since the 2010s as EfW capacity has grown, but small mixed-material items still frequently end up here.
None of these five outcomes are hidden. All five are legal, standard, and reported in DEFRA's annual statistics. The gap between what's on the label and what happens in practice is the point.
Small mixed-material items — where deodorant plastic fits
A typical UK deodorant stick is small, mixed-material, and lightweight. That combination is a worst-case for the sorting stage. The main body is usually polypropylene (PP), the twist mechanism is a small metal spring, the cap is often a different polymer, and the label is a mixed-material film. At the MRF, small items under a certain size threshold are often rejected during optical sorting — they fall through the screens, get mis-identified, or contaminate a different polymer bale. The industry term for this is "fugitive material", and it's a well-documented problem in the plastic recycling literature.
The practical outcome: a lot of "widely recyclable" deodorant packaging ends up either downcycled into low-grade uses, exported, or incinerated — even in postcodes with high-performing kerbside services. The label isn't lying. The MRF just can't reliably do what the label implies.
Why refill-first design changes the maths
The most useful sustainability question isn't "what happens to this plastic when it enters the recycling system?" It's "does this plastic enter the system at all?" UK plastic exports pivoted overnight to Turkey, Malaysia, Poland and the Netherlands. Domestic reprocessing capacity has expanded since — Berry Global, Biffa Polymers and Veolia have all opened UK facilities — but the total export figure remains around 40% of collected household plastic. When a UK domestic reprocessor can't take a bale (because the market price is too low, or the polymer mix is wrong), export or incineration is what's left.
None of this is a scandal — it's an efficient global market. It is, though, one of the reasons "recyclable" as a claim is weaker than it sounds on a UK label. What happens to a bale of PP after leaving Nottinghamshire depends on prices in Istanbul that week. That's outside the pack designer's control.
The one clean question to ask before you buy
Given all of the above, the most useful sustainability filter you can apply to a personal-care purchase is not "is it recyclable". It's:
How long is this product designed to be used, and does what's inside it ever have to enter the waste system?

What you can do without waiting for policy
The UK Extended Producer Responsibility (EPR) rules that came into force in 2025 will improve reporting on where plastic waste actually ends up, and the Plastic Packaging Tax (from 2022) has already pushed some brands toward higher recycled content.
